Abstract

ABSTRAK Hampir seluruh wilayah pedesaan di Kabupaten Ponorogo mempunyai potensi dan ciri khas masing-masing. Namun potensi tersebut belum banyak mendapat banyak perhatian sehingga potensi tersebut belum banyak terekspose keluar wilayah Ponorogo. Pemerintah Kabupaten Ponorogo mempunyai terobosan program sebagai sarana untuk promosi potensi desa tersebut. Melalui Peraturan Bupati Ponorogo nomor 8 tahun 2022 mengenai petunjuk pelaksanaan dalam program pemuda hebat bagi desa di wilayah Kabupaten Ponorogo melalui bantuan keuangan khusus yang diberikan kepada desa tahun anggaran 2022. Permasalahan dalam penelitian ini tentang model collaborative governance pentahelix dalam program pemuda hebat Kabupaten Ponorogo. Tujuan dari penelitian ini adalah untuk memahami model collaborative governance pentahelix dalam program pemuda hebat Kabupaten Ponorogo. Metode yang digunakan dalam penelitian ini menggunakan pendekatan kualitatif untuk memperoleh data. Data tersebut diperoleh melalui penelitian kualitatif dengan data yang didapatkan dari sumber yang berbeda dengan menggunakan teknik pengumpulan data yang berbeda dan dilakukan secara terus menerus hingga data tersebut jenuh. Berdasarkan collaborative governance yang dilakukan dalam program pemuda hebat ini sebagai bentuk kolaborasi dalam memaksimalkan dari pelaksanaan program tersebut. Kolaborasi yang terjalin antar aktor (Pemerintah, akademisi, vendor aplikasi (swasta), media, dan masyarakat)) sangat dibutuhkan untuk memberikan kelancaran dalam pelaksanaan program pemuda hebat. Dengan adanya sinergitas ini terdapatnya beberapa aktor yang berkolaborasi secara Pentahelix dalam pelaksanaan program pemuda hebat. Kata Kunci : Collaborative Governance, Model Pentahelix, Pemuda Hebat ABSTRACT Almost all rural areas in Ponorogo Regency have their own potential and characteristics. However, this potential has not received much attention so that the potential has not been exposed much outside the Ponorogo area. The Ponorogo Regency Government has a breakthrough program as a means to promote the potential of the village. Through Ponorogo Regent Regulation number 8 of 2022 regarding implementation guidelines in the great youth program for villages in the Ponorogo Regency area through special financial assistance provided to villages for the 2022 fiscal year. The problem in this study is about the pentahelix collaborative governance model in the great youth program of Ponorogo Regency. The purpose of this study is to understand the pentahelix collaborative governance model in the great youth program of Ponorogo Regency. The method used in this study uses a qualitative approach to obtain data. The data is obtained through qualitative research with data obtained from different sources using different data collection techniques and carried out continuously until the data is saturated. Based on collaborative governance carried out in this great youth program as a form of collaboration in maximizing the implementation of the program. Collaboration between actors (Government, academics, application vendors (private), media, and society) is needed to provide smooth implementation of great youth programs. With this synergy, there are several actors who collaborate pentahelix in the implementation of great youth programs. Keywords : Collaborative Governance, Pentahelix Model, Great Youth
