Abstract
ABSTRAK Pemberian bantuan beasiswa Smart Karangpatihan merupakan langkah yang tepat dalam meningkatkan pemerataan pendidikan, kualitas SDM (Sumber Daya Manusia, dan efektivitas penyelenggaraan pendidikan. Beasiswa Smart Karangpatihan ini merupakan program Pemerintah Desa Karangpatihan yang diberikan untuk masyarakat kurang mampu dalam hal pendidikan. Tujuan dari penelitian ini adalah untuk memahami dan mengkaji strategi pemerintah desa dalam meningkatkan kualitas pendidikan masyarakat melalui beasiswa smart di Desa Karangpatihan. Penelitian ini menggunakan metode penelitian deskriptif kualitatif dengan teknik pengumpulan data berupa wawancara, dokumentasi.Lokasi penelitian berada di desa Karangpatihan, Kecamatan Balong, Kabupaten Ponorogo dimana peneliti ini mendapatkan data dan informasi dari beberapa informan yaitu Kepala Desa Karangpatihan, kaur keuangan, rukun tetangga,penerima beasiswa, sekolah atau kampus yang diajak bekerjasama. Strategi yang dilakukan oleh kepala desa Karangpatihan dalam meningkatkan pendidikan masyarakat yakni dengan bekerjasama dengan pihak sekolah ataupun kampus mengenai beasiswa. Dimana dengan adanya kerjasama ini dapat membantu khususnya untuk masyarakat Desa Karangpatihan yang kurang mampu untuk dapat melanjutnya pendidikan yang setinggi-tingginya. Dalam penelitian Beasiswa Smart Karangpatihan ini dikerjakan oleh 3 pihak yang disebut tiga konsep kolaborasi dan diklasifikasikan sebagai kerjasama pemerintah yang memiliki 5 tahapan yaitu dialog tatap muka, membangun kepercayaan, komitmen terhadap proses, pemahaman bersama, dan yang terakhir hasil atau output mengenai beasiswa Karangpatihan Smart. Hambatan adanya beasiswa Smart Karangpatihan ini yaitu dalam hal kesadaran kuliah tersebut kurang serta sulitnya perizinan dari orang tua untuk sekolah. Kata Kunci : Collaborative Governance, Beasiswa Smart Karangpatihan, Masyarakat kurang mampu ABSTRACT Providing the Smart Karangpatihan scholarship assistance is the right step in increasing equity in education, the quality of human resources (Human Resources), and the effectiveness of education implementation. The Karangpatihan Smart Scholarship is a program of the Karangpatihan Village Government which is given to underprivileged people in terms of education. The purpose of this research is to understand and examine the village government's strategy in improving the quality of community education through smart scholarships in Karangpatihan Village. The method used in this research is descriptive qualitative with data collection techniques in the form of interviews, documentation. The research location is in Karangpatihan Village, Balong District, Ponorogo Regency where this researcher obtained data and information from several informants, namely the Head of Karangpatihan Village, financial officer, neighborhood association, scholarship recipients, schools or campuses that were invited to collaborate. The strategy undertaken by the village head of Karangpatihan in improving the education community is by collaborating with schools or campuses regarding scholarships. Where the existence of this collaboration can help especially for the people of Karangpatihan Village who are less fortunate to be able to continue their education as high as possible. In the Karangpatihan Smart Scholarship research, 3 parties are called the triple helix and are classified as collaborative governance which has 5 stages, namely face to face dialogue, trust building, commitment to process, share understanding, and finally the intermediate result regarding the Karangpatihan Smart scholarship. The obstacles to the Smart Karagpatihan scholarship are lack of awareness about college and the difficulty of getting permission from parents to go to school.
