Abstract

In an effort to guarantee the fulfillment of children's rights, the Regional Government is obliged and responsible for implementing and supporting the National policy on the implementation of Child Protection in the Regions which is realized through Regional efforts to build Child-Friendly Districts (KLA). Dolopo District, Madiun Regency was designated as a Child-Friendly District and in Dolopo District also has an innovation program "Hugs Mesra Ananda" (Population Administration Services Towards Prosperity for Orphans, Elderly, ODGJ and Persons with Disabilities). This innovation was implemented because of the low ownership of Population Administration Documents (KK, e-KTP and KIA) for vulnerable groups in Dolopo District. The number of orphans / orphans is 365 souls. In the research on mapping orphans with geographic information systems using K-Means Clustering, r are grouped into 4 category values, namely orphans who do not yet have a Family Card, orphans who do not yet have a KIA/KTP-el, children orphans/orphans who do not have birth certificates and orphans/orphans who have not received assistance. Orphans/orphans are the main priority of the program in the Dolopo subdistrict, so an application is needed that can be used to classify data on orphans/orphans and to monitor the distribution of aid programs in the subdistrict area. The grouping of orphans/orphans will be displayed on a GIS Web-based application where officers/operators can find out directly the route to the location of orphans/orphans who do not yet have a KK, e-KTP, KIA, birth certificate and those who receive assistance.
