Abstract
Women's empowerment is a process aimed at providing capabilities and strength to women to create independent and self-reliant women by utilizing their inherent potential. These development programs were implemented after the Regent of Ponorogo issued Circular Letter (SE) Regent Number 140/913/405.14/2022 regarding Guidelines for the Use of Neighborhood Activity Budgets (PPAK RT).The activity of the "Sate Kopok" Program involves providing financial support in the form of purchases of goods to the RT Level Women's Group for management, ensuring that the funds can develop sustainably.Based on initial observations and interviews conducted by the author with several stakeholders in the Sampung District regarding the implementation of the "Sate Kopok" program, there are indications of issues. These include the complexity faced by stakeholders related to the "Sate Kopok" program and variations in the implementation of the program in each village. This study uses a qualitative approach with a case study method.The "Sate Kopok" program, released by the Regent of Ponorogo, has been implemented since 2022. The management carried out by the RT Women's Group involves purchasing household essentials. The development is facilitated through buying and selling activities, such as setting up stores, selling in RT gatherings, and implementing credit systems. However, the implementation of the "One RT One Group" (Sate Kopok) program has not been optimal due to various issues, both from the Government apparatus and the target of the empowerment program (RT Women's Groups). Challenges during the implementation of the Sate Kopok program include a lack of understanding of the mechanisms and regulations by stakeholders and RT Women's Groups in the Sampung District due to the program appearing sudden. The Sate Kopok program has not run optimally because some RT Women's Groups cannot develop the program, leading to its suboptimal implementation.
