Abstract

ABSTRAK Saat ini penanggulangan bencana yang diterapkan diindonesia dan dunia adalah penanggulangan bencana yang inklusif, atau upaya penanggulangan bencana yang melibatkan seluruh lapisan masyarakat, dimana seluruh lapisan masyarakat merupakan pihak yang berkepentingan dalam penanggulangan kebencanaan, salah satu Desa yang menerapkan ini adalah Desa Tugurejo. Desa Tugurejo merupakan Desa yang memiliki ancaman bencana alam yang tinggi, atas prakarsa Kepala Desa dan Pemeritah Desa Tugurejo pada tahun 2018 dibentuklah Desa Tangguh Bencana (DESTANA). Desa Tangguh Bencana (DESTANA) merupakan Desa yang mempunyai kemampuan untuk mengenali potensi bencana di wilayahnya serta mampu mengorganisir seluruh aspek masyarakat untuk bergerak dalam partisipasi dan mampu mengurangi risiko bencana. Terbentuknya DESTANA ini memiliki tujuan menjadi Desa yang mandiri dalam kebencanaan, meminimaliris terjadinya bencana, serta menjadi garda terdepan saat terjadi bencana alam. Penelitian ini mengunakan medote kualitatif deskriptif dimana peneliti dalam mencari data penelitian dengan observasi, wawancara, dan dokumentasi setelah data terkumpul penulis menganalisis data dengan reduksi data, penyajian data dan penarikan kesimpulan. Penelitian ini berfokus pada Implementasi Programa Desa Tangguh Bencana Desa Tugurejo, Peran Desa dalam meminimalisir bencana serta partisipasi masyarakat dalam kebencanaan. hasil penelitian ini adalah Implementasi DESTANA Desa Tugurejo sudah berjalan dengan baik, terbukti dengan terlaksanakanya rencana program DESTANA dan juga di buktikan dengan terlaksananya kegiatan seperti sosialisasi kepada masyarakat, ikut serta evakuasi kebencanaan, pelatihan penguranggan kebencanaan, dan pelatihan vertical rescue, keikut sertaan masyarakat dalam penguranagan risiko kebencanaan. DESTANA Desa Tugurejo juga mampu meningkatkan kapasitas serta mengorganisir seluruh aspek masyarakat dalam mengurangi risiko bencana, DESTANA juga berperan aktif dalam kebencanaan nasional seperti ikut serta dalam dapur umum dan tim relawan evakuasi pada bencana alam nasional. Selain itu Desa Tangguh Bencana Desa Tugurejo berprestasi ditingkat kabupaten maupun provinsi. Kata Kunci: Desa Tangguh Bencana, Implementasi, Partisipasi, Penanggulangan ABSTRACT Currently, disaster management applied in Indonesia and the world is inclusive disaster management, or disaster management efforts that involve all levels of society, where all levels of society are interested parties in disaster management, one of the villages that applies this is Tugurejo village. Tugurejo Village is a village that has a high threat of natural disasters, on the initiative of the Village Head and the Tuguejo Village Government in 2018 a Disaster Resilient Village (DESTANA) was formed. Disaster Resilient Village (DESTANA) is a village that has the ability to recognize potential disasters in its area and is able to organize all aspects of the community to move in participation and be able to reduce disaster risk. The formation of DESTANA has the aim of becoming an independent village in disaster, minimizing the occurrence of disasters, and being at the forefront when natural disasters occur. This research uses Descriptive qualitative method where researchers in finding research data with observation, interviews, and documentation after the data is collected the author analyzes the data with data reduction, data presentation and conclusion drawing. This research focuses on the Implementation of the Tugurejo Village Disaster Resilience Program, the Village's role in minimizing disasters and community participation in disasters. The result of this research is that the DESTANA Implementation of Tugurejo Village has been running well, it is proven by the implementation of the DESTANA program plan and is also evidenced by the many activities such as socialization to the community, participating in disaster evacuation, disaster reduction training, and vertical rescue training, as well as being active in disaster. Desatan Desa Tugurejo is also able to increase capacity and organize all aspects of society in reducing disaster risk, DESTANA also plays an active role in national disasters such as participating in public kitchens and volunteer evacuation teams in national natural disasters. In addition, the Disaster Resilient Village of Tugurejo Village has achieved achievements at the district and provincial levels.
