Abstract

ABSTRAK Setiap masyarakat dalam tatanan kehidupan berbangsa dan bernegara tentu mengharapkan adanya suatu keselarasan dalam setiap aspek kehidupan demi terciptanya suasana aman, damai, tertib dan nyaman. Namun demikian masih sering terlihat adanya konflik antar kelompok di negeri ini. Salah satu contoh konflik sosial yang terjadi di negeri ini ialah konflik antar perguruan silat di Jawa Timur, lebih tepatnya ialah konflik antara perguruan silat yang ada di Kabupaten Ponorogo Setia Hati Terate (SHT) dan Setia Hati Winongo (SHW). Pemerintah Ponorogo bekerjasama dengan pihak Kepolisian Resor Ponorogo untuk menyelesaikan konflik yang selama ini terjadi. Adapun rumusan masalah dalam penelitian ini yaitu Bagaimana Upaya Kepolisian Resort Ponorogo dalam Menangani Konflik Perguruan Silat Antara SH Terate dan SH Winongo di Kabupaten Ponorogo? Dan Faktor apa saja yang menjadi kendala Kepolisian Resort Ponorogo dalam Menangani Konflik Perguruan Silat Antara SH Terate dan SH Winongo di Kabupaten Ponorogo?. Jenis penelitian yang digunakan oleh peneliti adalah metode kualitatif dengan pendekatan deskriptif. Teknik penentuan informan yang dilakukan dalam penelitian ini adalah teknik purposive sampling. Sumber data yang dibutuhkan adalah data primer dan sekunder. Metode pengambilan data yang digunakan dalam penelitian ini yaitu dengan observasi, wawancara dan dokumentasi. Metode analisis data yang digunakan dalam penelitian ini ialah analisis deskriptif kualitatif. Kesimpulan yang dapat diperoleh yaitu upaya Kepolisian Resort Ponorogo Dalam Menangani Konflik Perguruan Silat Antara SH Terate dan SH Winongo Di Kabupaten Ponorogo yaitu dengan kesepakatan damai, membentuk paguyuban, pemberian nasihat dan proses pengamanan dan penindasan tegas. Sedangkan faktor yang menjadi kendala yaitu faktor kendala internal dan faktor kendala eksternal. Faktor kendala internal terdiri dari biaya Operasional yang tersedia kurang Memadai dan lemahnya koordinasi dan kerjasama antara Polres Ponorogo dengan mayarakat. Faktor kendala eksternal terdiri dari Kuranganya kesadaran dari masyarakat dan Kurangnya saksi yang dimintai keterangan. Kata Kunci : Kepolisian Resort Ponorogo, konflik dan perguruan silat. ABSTRACT Every society in the life of the nation and state certainly expects a harmony in every aspect of life for the sake of creating a safe, peaceful, orderly and comfortable atmosphere. However, there are still frequent conflicts between groups in this country. One example of social conflict that occurs in this country is the conflict between silat schools in East Java, more precisely the conflict between the silat schools in Ponorogo Regency, Setia Hati Terate (SHT) and Setia Hati Winongo (SHW). The Ponorogo government cooperates with the Ponorogo Resort Police to resolve the conflict that has occurred so far. The formulation of the problem in this study is how the Ponorogo Resort Police Efforts in Handling the Conflict of Silat College between SH Terate and SH Winongo in Ponorogo Regency? And what factors are the obstacles for the Ponorogo Resort Police in Handling the Conflict of Martial Arts between SH Terate and SH Winongo in Ponorogo Regency?. The type of research used by the researcher is a qualitative method with a descriptive approach. The informant determination technique used in this research is purposive sampling technique. Sources of data needed are primary and secondary data. The data collection method used in this study is by observation, interviews and documentation. The data analysis method used in this research is descriptive qualitative analysis. The conclusion that can be obtained is the efforts of the Ponorogo Resort Police in Handling the Conflict of Martial Arts College between SH Terate and SH Winongo in Ponorogo Regency, namely with a peace agreement, forming an association, providing advice and a process of security and firm suppression. Meanwhile, the constraining factors are internal constraints and external constraint factors. Internal constraint factors consist of inadequate operational costs and weak coordination and cooperation between the Ponorogo Police Station and the community. External constraint factors consist of lack of awareness from the community and lack of witnesses who are being questioned. Keywords: Ponorogo Resort Police, conflict and martial arts college.
