Abstract

ABSTRAK Transparansi perekrutan perangkat desa merupakan bagian dari prinsip good governance yang juga mencakup amanat Undang-Undang Desa / Undang-Undang No 6 tahun 2014. Transparansi atau keterbukaan merupakan kontruksi awal bagi terciptanya kemajuan pembangunan desa. Dalam rangka mewujudkan calon perangkat yang baik sesuai dengan keinginan masyarakat perlu adanya sumberdaya manusia yang berkompeten dan profesional guna terciptanya calon perangkat yang berkualitas dan jujur. Perangkat desa mempunyai tanggung jawab dan kewajiban untuk membantu kepala Desa dalam melaksanakan tugas, kewajiban serta memberikan pelayanan terbaik kepada masyarakat. Pemilihan perangkat desa yang transparan dan selektif dinilai penting dalam menunjang pelaksanaan. Oleh karena itu penelitian ini bertujuan untuk mengetahui Transparansi Pelaksanaan Rekrutmen Perangkat Desa Ngindeng Dalam Mewujudkan Good Governance. Penelitian dilakukan dengan metode deskriptif-kualitatif sebagai sumber instrumen yakni sebagai pengumpul data secara langsung. Dengan wawaancara kepada Kepala Desa, Panitia, Calon Perangkat dan Tokoh Masyarakat. Dari fakta dan data hasil penelitian memberikan jawaban bahwa transparansi merupakan nilai fundamental untuk mengukuhkan nilai positif pelaksanaan rekrutmen perangkat Desa Ngindeng secara terbuka dan melibatkan pengawasan masyarakat secara langsung untuk mengurangi rasa kecurigaan maupun kecemburuan antar masyarakat di Desa Ngindeng. Kata kunci : Transparansi , Rekrutmen, Good Governance ABSTRACT Transparency in the recruitment of village officials is part of the principle of good governance which also includes the mandate of the Village Law / Law No. 6 of 2014. Transparency or openness is the initial construction for the creation of village development progress. In order to realize good candidates for equipment in accordance with the wishes of the community, it is necessary to have competent and professional human resources in order to create qualified and honest candidates for equipment. Village officials have the responsibility and obligation to assist the village head in carrying out his duties, obligations and provide the best service to the community. The selection of transparent and selective village apparatus is considered important in supporting implementation. Therefore, this study aims to determine the Transparency of Ngindeng Village Apparatus Recruitment Implementation in Realizing Good Governance. The research was conducted using descriptive-qualitative method as the source of the instrument, namely as a direct data collector. By interviewing the Village Head, Committee, Candidates for Devices and Community Leaders. From the facts and data the research results provide an answer that transparency is a fundamental value to reinforce the positive value of implementing the recruitment of Ngindeng Village apparatus openly and involving direct community supervision to reduce suspicion and jealousy among the people in Ngindeng Village.
