Abstract
This study aims to determine the effect of human resource competence, training, and control management either partially or simultaneously on the use of the village financial system in villages throughout Sooko Subdistrict, Ponorogo Regency. Ponorogo Regency, especially in Sooko Subdistrict, there are 6 villages that have implemented the village financial system application (SISKEUDES) since 2016 but have not been implemented optimally and there are obstacles from several village officials who are elderly and have education equivalent to SMA/SLTA which initially had difficulties with the existence of the implementation of this village financial system, such as during the data input process, errors often occur and take a little longer to understand. The population in this study were all devices involved in the implementation of Siskuedes, namely the village head, village secretary, and members of PKA (Budget Activities Executors) in all villages in Sooko District. The technique used in determining the sample is the saturated sampling technique. The number of samples in this study were 48 out of 6 villages in Sooko District. This research is a type of quantitative research with primary data originating from the distribution of questionnaires. All data that has been collected in this study were analyzed using multiple linear regression analysis model with SPSS program. The stages of testing in this research include descriptive statistical analysis, data quality test, multiple linear regression analysis, and hypothesis testing. The results showed that: (1) human resource competence had a positive and significant effect on the village financial system, (2) training had a positive and significant effect on the village financial system, (3) control management had a positive and significant effect on the village financial system, (4 ) human resource competence, training, and control management simultaneously have a positive and significant effect on the village financial system. The results of the coefficient of determination (R2) indicate that the dependent variable or the village financial system is influenced by variations of the independent variables, namely the competence of human resources, training, and management control by 95.5%. The remaining 1.5% is influenced by other variables that are not used in this study.
