Abstract

Abstrak Penelitian ini bertujuan untuk mengkaji pelaksanaan kebijakan Pengelolaan Hutan Bersama Masyarakat dalam wilayah RPH Ngrayun Desa Selur Kecamatan Ngrayun Kabupaten Ponorogo. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Dalam hal ini adalah suatu penelitian yang bertujuan mendeskripsikan kebijakan Perum Perhutani Ngayun dalam pengelolaan hutan berbasis partisipasi masyarakat melalui program pengelolaan hutan bersama masyarakat. Pendekatan yang digunakan adalah pendekatan interaksional atau mikro dengan analisis kualitatif yang selanjutnya dianalisis secara logis dan sistematis, serta dengan menggunakan metode kualitatif. Berdasarkan hasil penelitian RPH Ngrayun memberlakukan program kemitraan pada area area yang sekiranya dapat dimanfaatkan para masyarakat disini dapat disebut juga dengan lahan “tetelan” disini masyarakat dapat melakukan penyadapan getah pinus serta menanam tumbuhan holticultura yang dapat memberikan nilai tambah pada hasil panen mereka setiap musim. Program yang diterapkan sedikit banyak memberi peluang masyarakat untuk turut berpartisipasi dalam pelindungan hutan. Model pengelolaan hutan dengan melibatkan masyarakat mampu member stimulus pada kepedulian warga terhadap lingkungan hutan. Tidak berhenti disitu perhutani mampu mendorong dan mengoptimalkan kemampuan masyarakat desa selur dalam mengembangkan potensi alam yang ada, selain dari pengembangan ekonomi melalui tetlan dan penanaman masyarakat juga mampu menjaga kerusakan hutan dengan sama-sama memantau jika mana ada terjadi illegal logging. Kata Kunci : RPH Ngrayun, pengelolaan Hutan, Kemitraan Abstract This study aims to examine the implementation of Community Forest Management policies in the RPH area, Ngrayun District, Ponorogo Regency. This study uses a descriptive qualitative approach. In this case, it is a study that aims to describe the policy of Perum Perhutani Ngayun in forest management based on community participation through forest management programs with the community. The approach used is an interactional or micro approach with qualitative analysis which is then analyzed logically and systematically, and using qualitative methods. Based on the research results, RPH Ngrayun implements a partnership program in areas that if it can be utilized by the community here, it can also be called "tetelan" land, where the community can tap pine resin and plant horticultural plants that can add value to their harvests every season. The program implemented more or less provides opportunities for the community to participate in forest protection. The forest management model by involving the community is able to provide a stimulus to people's concern for the forest environment. It does not stop there, Perhutani is able to encourage and optimize the ability of the selur village community in developing the existing natural potential, apart from economic development through tetlan and community planting, it is also able to maintain forest damage by jointly monitoring if illegal logging occurs.
