Abstract

At the time of writing this paper, the author had a problem formulation which was the main focus of this research, namely: First, what is the juridical review of the implementation of prisoner development at the Madiun Youth class IIA correctional institution? Second, what factors hinder the development of prisoners at the Madiun Youth Class IIA correctional institution? So starting from the formulation of the problem, this research has the following objectives, namely: First, to find out whether the implementation of prisoner coaching at the class IIA Pemuda Madiun correctional institution is in accordance with law number 22 of 2022 concerning corrections, and second, to find out whether there are any obstacles that arise. becomes an obstacle in the development of inmates at the Madiun Youth Class IIA correctional institution.
To make this research a success, the author applies the method used in this research, namely using normative legal research methods. Where in this research the data obtained from the research is processed using a juridical approach method, namely analyzing problems from the point of view or according to applicable legal and statutory provisions. The juridical approach method carries out research that examines a series of laws and is carried out by examining library materials or secondary data as basic material for research by conducting searches on regulations related to the problem being studied. The juridical approach can also be interpreted as a way of scientific research to find the truth based on legal scientific logic from a normative perspective.
The results of the research show that first, the implementation activities of the prisoner development program at the Class IIA Madiun youth correctional institution are in accordance with the standard operational procedures contained in Law Number 22 of 2022 concerning Corrections. All coaching activities carried out in Madiun youth prisons are carried out in a programmed manner in accordance with indicators regarding coaching in correctional institutions. Second, the factor that is an obstacle to the implementation of prisoner development in the Madiun youth prison lies in the lack of interest of the prisoners so that many prisoners choose not to take part in training activities. The prisoners should not be classified as lacking interest in carrying out coaching, most of them choose to stay in their residential rooms and carry out normal activities.
