Abstract
Rice Field Boundary Disputes are one of the most common problems in Bangunsari Village, Ponorogo District, Ponorogo Regency. Rice field boundary disputes occur due to misunderstandings regarding the area and boundaries of rice fields between the parties involved in the dispute and the lack of clarity regarding the boundaries of rice fields in each corner of the rice fields so that this can create loopholes for other parties to cheat by shifting the rice field embankments that are used as boundaries of rice fields. The people of Bangunsari Village do not create rice field boundaries in accordance with the Law because many people have not officially registered their rice fields with the National Land Agency. In addition, the need for permission from the owner of the rice field that directly borders the land to be delimited is also an obstacle. Some people in Bangunsari Village still use Letter C as a sign of ownership of rice fields. The purpose of this study is to try to answer and describe the formulation of the problem, namely to find out what is meant by rice field boundary disputes and how to resolve rice field boundary disputes in Bangunsari Village. The results of the data obtained in this study are in the form of observations and interviews with the people of Bangunsari Village. From the results of observations and interviews, the author can describe that the resolution of land boundary disputes in Bangunsari Village is carried out through deliberation with village officials as mediators and bringing in the disputing parties. Furthermore, the land area will be re-measured by the village officials and the rice field embankments that are not in accordance with their place will be straightened again using physical data in the form of Letter C from Bangunsari Village. However, after several months after the re-measurement was carried out, there were parties who continued to shift the boundaries of the rice fields. There are also people who choose not to report the problem of rice field boundary disputes to the village officials because of the long process of resolving the problem by the village officials and sometimes not finding results. The Bangunsari Village community considers the high costs incurred related to the resolution of rice field boundary disputes by the village officials, and is also afraid of no response from the village officials. Incidents like this continue as long as there is no clarity regarding the boundaries of the rice fields in accordance with those written in the Regulation of the Minister of Agrarian Affairs and Spatial Planning Number 3 of 1997 concerning Land Registration Articles 21-27
