Abstract

Hotman Paris once stated on a television program, "From chicken thieves to corrupt officials, anyone is entitled to parole after serving two-thirds of their sentence minus any reductions, provided they obtain a certificate of good conduct from the Director General of Corrections." This statement serves as an impetus for the author to delve deeper into the granting of good conduct status to inmates at Rutan Kelas IIB Ponorogo. This research employs the normative-empirical research method. The normative-empirical legal research method combines elements of normative legal approach with the addition of empirical aspects. This method aims to understand how normative legal provisions, such as laws, are applied in practice in specific legal events within a society. The behavior of inmates at Rutan Kelas IIB Ponorogo is heavily influenced by the role of the Prison Warden. Inmates can attain good conduct status if they refrain from violating regulations and actively participate in various forms of rehabilitation activities including physical, spiritual, and self-reliance programs offered at the facility. Factors considered by officials in determining an inmate's eligibility for good conduct status include adherence to regulations, participation in rehabilitation activities, and positive developments in speech and actions. Failure to attain good conduct status prompts questions regarding an inmate's lack of self-awareness for improvement or deficiencies in the provided rehabilitation.
