Education is a fundamental factor in the development of high-quality human resources. Nevertheless, economic constraints often hinder disadvantaged communities from pursuing higher education. To address this challenge, the Government of Magetan Regency has initiated a Bachelor’s degree scholarship program. However, the manual selection process has presented several issues, including delays, inaccuracies, and subjectivity in evaluation. This study proposes the development of a web-based system employing the Simple Additive Weighting (SAW) algorithm as a decision support method. The system is designed to streamline the selection process by applying weighted criteria, such as the Data Terpadu Kesejahteraan Sosial (DTKS), socio-economic conditions, household assets, and academic performance of applicants. Through normalization and weighting of each criterion, the SAW algorithm facilitates objective and accurate determination of eligible candidates. Experimental results demonstrate that the system significantly accelerates the selection process, reduces manual workload, enhances transparency, and ensures that scholarship recipients are truly from the most disadvantaged groups. In conclusion, the proposed web-based system utilizing the SAW algorithm offers an effective solution to the challenges of scholarship selection in terms of both efficiency and accuracy. Furthermore, this research may serve as a reference for the development of similar systems in other regions, thereby maximizing the benefits of scholarship programs for society.
