The circulation of illegal communication devices such as mobile phones within correctional institutions remains a serious issue, including at Class I Madiun Prison. This indicates that there are still gaps in the security system that can hinder rehabilitation efforts. Unauthorized communication devices allow inmates to engage in illegal activities, disrupt order, and undermine the primary objectives of corrections, namely rehabilitation and social reintegration.

The first problem formulation raised is: How does the correctional institution attempt to combat the circulation of communication devices within the prison, and what sanctions are imposed on inmates found bringing such devices into the facility?

This study uses an empirical legal approach, namely analyzing the application of law based on field facts through interviews and direct observations at Class I Madiun Prison.
The results show that various efforts have been made by the Class I Madiun Correctional Institution to prevent and combat the circulation of communication devices within the prison, such as establishing an Intelligence Team, conducting internal and external coordination, and maximizing searches during front gate visits or the Main Gate Security (P2U). Sanctions imposed on inmates who violate these regulations include being recorded in the Register F.
