In today's era of globalization, many underage children, for example junior high
school students under 17 years old, are already riding motorbikes and do not yet
have a Driving License (SIM). Some of the factors behind this problem include: lack
of awareness of the law, many underage children and even their parents do not
understand the importance of having a driving license and obeying traffic regulations.
This is due to the lack of socialization regarding traffic regulations and awareness of
the risks posed by their actions, so this certainly requires a policy from the police
considering that this incident can endanger the safety of underage children who are
already riding motorbikes but do not yet have a driving license.
This study aims to: 1) find out the handling of the police in handling cases,
especially for underage children who drive without a driving license in Madiun
Regency, and 2) find out the police policy in handling cases of underage children who
do not yet have a driving license in Madiun Regency.
The approach used in this study is an empirical approach and a case study type.
The research subject used is a research method with a naturalistic research type.
The research subjects used were members of the Traffic Police at the Madiun Resort
Police in handling cases of minors who do not yet have a Driving License (SIM) in
riding a motorbike. With data analysis techniques including data reduction, data
presentation, and drawing conclusions. The results of the study stated that: 1) Police
handling in handling cases especially for minors who drive without a Driving License
(SIM) in Madiun Regency, traffic education dissemination is an activity to convey
traffic education to the community, especially students, in order to create a traffic
awareness culture. The objectives of traffic education dissemination: Cultivating a
traffic awareness culture among students; Increasing teacher vigilance in delivering
traffic education to students; Increasing traffic awareness. 2) Police policies in
handling cases of minors who do not yet have a Driving License (SIM) in Madiun
Regency include: Carrying out Dikmas Lantas counseling activities packaged in the
form of Police Goes To School activities especially for junior high school students;
Carrying out Inspector Ceremony activities in junior high school schools; and
Implementing the MoU with the Education Office regarding the Dissemination of
Traffic Education
