Abstract
Waste management issues at the village level remain a significant issue due to limited management systems, low community participation, and the suboptimal utilization of waste as a source of economic value. Therefore, a village-based waste management model is needed. The purpose of this study is to analyze waste management governance by the Mahesajenar Village-Owned Enterprise (BUMDes) through the Mahesajenar Waste Bank in Plosojenar Village, Kauman District, Ponorogo Regency, and its contribution to increasing community income. This study uses a qualitative approach with descriptive methods through observation, documentation, and interviews, using data from the BUMDes, the waste bank, the village, and the community. The results show that the waste management of the Mahesajenar BUMDes has been implemented in a nstructured and coordinated manner through planning, organizing, implementing, and monitoring. Waste management through the Mahesajenar Waste Bank contributes to community income growth, while still functioning as a source of additional income. In addition to carrying out operational functions, BUMDes Mahesajenar also strengthens institutional capacity and human resources through mentoring activities, training programs, and the development of cooperative networks with the village government and various external stakeholders. The findings of this study confirm that BUMDes Mahesajenar plays a significant role in promoting participatory waste management that is oriented toward community economic empowerment. Furthermore, the conclusion of this study indicates that enhancing institutional capacity and strengthening community involvement are essential prerequisites for realizing a sustainable village-level waste management system.
