This study aims to: 1) examine the implementation of meaningful community participation in the management of Village Funds in Penggung Village, Nawangan Subdistrict, Pacitan Regency, and 2) identify the supporting and inhibiting factors of meaningful community participation in Village Fund management. This research employs a qualitative method with a descriptive approach. Data were collected through observation, interviews, and documentation, and analyzed using descriptive qualitative analysis techniques.

The results of the study indicate that: 1) the implementation of meaningful community participation in Village Fund management in Penggung Village has been carried out through the stages of planning, implementation, and evaluation, manifested in village deliberation meetings, community involvement in physical development activities, and opportunities for residents to convey their aspirations. However, the level of participation has not been evenly distributed among all community members. 2) Supporting factors include the transparency of the village government, the availability of village deliberation forums, and public awareness of the importance of village development. Meanwhile, inhibiting factors consist of limited community understanding of Village Fund management, residents’ occupational busyness, and the low active participation of some community members in decision-making processes.
