Security and order are crucial factors in the successful rehabilitation of inmates within correctional institutions. The Security Team plays a strategic role as the frontline force in maintaining security stability and order in the prison. However, implementation faces various challenges, such as a limited number of personnel, suboptimal facilities and infrastructure, and ongoing rule violations by inmates. This study aims to examine the role of the Security Team in maintaining security stability and order at the Madiun Class IIA Youth Correctional Institution (Lapas Pemuda) and to analyze the alignment of their duties with the Regulation of the Minister of Law and Human Rights Number 33 of 2015. This research employs an empirical legal research method with a case study approach. Data collection techniques included interviews, observation, and document analysis. Informants included the Head of the Prison Security Unit, the Security Team Commander, and Security Team members. The collected data were analyzed using a descriptive qualitative method. The results indicate that the Security Team has performed its duties in accordance with Standard Operating Procedures (SOP) and the provisions of the Ministerial Regulation Number 33 of 2015, carrying out tasks such as guarding, supervision, searches, patrols, enforcement actions, and periodic security reporting. Security operations are also supported by the use of equipment such as CCTV and two-way radios (HT). Nevertheless, several obstacles remain, including limited personnel, a lack of continuous training, psychological factors affecting staff, and limitations in security facilities and infrastructure. Therefore, improvements in the quality and quantity of human resources, the optimization of security technology, and strengthened coordination among personnel are necessary to enhance the effectiveness of the security system at the Madiun Class IIA Youth Correctional Institution.
