Qur’an memorization (tahfiz) is one of the efforts to preserve the authenticity of the Qur’an while also developing students’ character, discipline, and spirituality. In its implementation, the tahfiz program in Islamic boarding schools faces various challenges, such as differences in students’ abilities, limited time, and the need to maintain the quality and continuity of memorization. These conditions require a well-planned and systematic development strategy so that the process of memorizing the Qur’an can run optimally. Kulliyatul Mu’allimin (KMI) Baitul Qur’an Islamic Boarding School, Slogohimo, Wonogiri, is one of the institutions that implements the talaqqi and tasmi’ methods in its tahfiz development program. Therefore, this study aims to describe the strategy of Qur’an memorization development in improving students’ memorization through the talaqqi and tasmi’ methods and to identify the supporting and inhibiting factors in its implementation. This study is based on the concept that a development strategy is a series of systematically designed steps to achieve learning objectives. The talaqqi method is a direct Qur’an learning process between the ustaz and students to improve recitation and memorization, while the tasmi’ method is an activity of reciting memorized verses to the ustaz or other students as a form of evaluation and reinforcement. These two methods are important components of the Qur’an memorization development strategy at Kulliyatul Mu’allimin (KMI) Baitul Qur’an Islamic Boarding School, Slogohimo, Wonogiri.

This study employed a descriptive research method, which aims to systematically and factually describe phenomena occurring at the present time. Descriptive research focuses on revealing actual conditions as they occur in the field. Data were collected through field observations, interviews, and documentation.

The results showed that the tahfiz development strategy was implemented through a halaqah system, an organized tahfiz schedule, the establishment of memorization targets, muroja’ah, grouping students according to their abilities, intensive guidance from tahfiz ustaz, and memorization evaluation. The talaqqi method improved tajwid, makharijul huruf, and recitation accuracy, while the tasmi’ method improved students’ memorization, fluency, and self-confidence. The halaqah system, grouping students according to their abilities, and ustaz guidance were supporting components in the implementation of the program. Meanwhile, the inhibiting factors included laziness, fatigue, insufficient rest, and difficulties in memorizing verses with similar wording.
