Abstract

There are expectations regarding the management of disaster response and the role that the Indonesian National Police (Polri) should undertake. These expectations include internal conditions, namely the availability of resources required for disaster management, and external conditions, namely the implementation of disaster management at every stage of disaster response to maintain stable domestic security. In responding to flash flood disasters, the Mobile Brigade Corps (Brimob) is assigned to provide assistance. The 3rd Regiment of the Mobile Brigade Corps carries out Search and Rescue (SAR) standby operations at the Sumatra SAR Command Post to anticipate disasters. This scientific work aims to analyze the implementation of the Special Police function (Brimob) in post-disaster humanitarian operations in the Sumatra region and to identify the obstacles encountered in post-disaster management by the Special Police (Brimob) in the region. This study employs a normative juridical research method. The results indicate that the management and response to natural disasters by the 3rd Regiment of the Mobile Brigade Corps involve optimizing the disaster management organization, implementing standard operating procedures, leadership or field command and control, personnel, equipment, and financial or budgetary resources. These efforts can contribute to improving operational performance. The obstacles encountered in responding to natural disasters in the Sumatra region include: (a) the absence of implementing regulations on disaster management; (b) inadequate budgetary support; (c) delays in the disbursement of disaster management funds; (d) slow mitigation and emergency response efforts; and (e) poor coordination among relevant agencies.
