ANALISIS FUNGSI PENGAMANAN PINTU UTAMA DI RUMAH TAHANAN NEGARA KELAS IIB PONOROGO BERDASARKAN PERMENKUMHAM NO.08 TAHUN 2024

The study discusses the function of the Main Gate Security (P2U) at the Class IIB Ponorogo State Detention Center based on the provisions of Minister of Law and Human Rights Regulation Number 8 of 2024. The research was conducted
because P2U has an important role as the front line in maintaining security and order within the detention center environment, particularly in supervising the
movement of people, goods, and vehicles entering and leaving the facility. The research method used was normative and empirical legal research, with data collection techniques conducted through interviews, observations, documentation, and literature studies. This research refers to the P2U Handbook as well as laws and regulations related to the correctional system. The results of the study indicate that the function of P2U at the Class IIB Ponorogo Detention Center has generally been implemented in accordance with
applicable regulations. These functions include controlling the flow of people and goods, conducting inspections or screenings, supervision and monitoring, preventing security disturbances, administration and reporting, as well as security coordination. The implementation of these duties is carried out through identity checks, body and baggage searches, administrative recording, and direct supervision by officers. However, in its implementation, several obstacles still exist, such as the limited number of officers, the lack of optimal security support facilities such as CCTV and detection devices, and a reporting system that is still conducted manually. These conditions cause the security function to not operate optimally and
to remain highly dependent on the accuracy and vigilance of officers in the field. Based on the analysis results, this study concludes that the P2U function has a strategic role in maintaining security and order at the Class IIB Ponorogo
State Detention Center. To improve the effectiveness of security, it is necessary to enhance the quality of human resources, add security facilities, and develop a
digital-based administration and reporting system so that supervision can be carried out more effectively, quickly, and accurately.
