UPAYA PENCEGAHAN KEKERASAN NARAPIDANA ATAS KEAMANAN DI LAPAS KELAS 1 MADIUN BERDASARKAN UU NO. 22 TAHUN 2022 TENTANG PEMASYARAKATAN

ABSTRACT

This research investigates the legal safeguards designed to protect inmates from inter-prisoner violence at the Madiun Class I Correctional Institution under the framework of Law No. 22 of 2022. Through qualitative descriptive analysis involving field observations and stakeholder interviews, the study identifies a disconnect between established legal norms and their operational reality. Structural impediments, including high recidivism rates and limited officer oversight due to prison overcrowding, are identified as primary drivers of continued violence.
These factors undermine the security standards intended by recent correctional reforms. To bridge this gap, the study recommends a strategic focus on enhancing officer training, digitizing incident reporting systems, and expanding vocational programs to reduce prisoner frustration and foster a safer, more humane environment for reintegration
