Security and order are essential elements in the implementation of the correctional system because they affect the smooth operation of rehabilitation and law enforcement processes in detention centers. This study aims to examine the implementation of the authority of the Security Unit in maintaining security and order at the Class IIB Ponorogo State Detention Center and to identify the obstacles encountered and the efforts undertaken to overcome them. This study employs an empirical legal research method with a descriptive-analytical approach. Data were obtained through interviews, observations, and literature review and were then analyzed qualitatively based on applicable laws and regulations, particularly Law No. 22 of 2022 concerning Corrections. The results show that the authority of the Security Unit at the Class IIB Ponorogo State Detention Center has been implemented in accordance with applicable provisions through various security activities, including monitoring residential blocks, conducting routine inspections, controlling entry to and exit from the detention center, carrying out raids, escorting detainees, and handling security and order disturbances. However, several obstacles remain, including limited personnel, overcrowding in the detention center, inadequate security facilities and infrastructure, the potential entry of prohibited items, and the high workload of officers. To address these obstacles, the Class IIB Ponorogo State Detention Center has optimized the division of duties, increased supervision and routine inspections, conducted periodic raids, strengthened officer discipline and professionalism, maintained security facilities and infrastructure, applied persuasive approaches toward detainees, and improved coordination with relevant agencies. Based on the findings, it can be concluded that the implementation of the Security Unit's authority has played an important role in maintaining security and order at the Class IIB Ponorogo State Detention Center. However, improvements in human resources and supporting facilities are still needed to optimize the implementation of security functions in accordance with the objectives of the correctional system.
