ABSTRACT

This study discusses the implementation of obtaining a permit for the Private Job Training Institute at the Manpower Office of Ponorogo Regency. The low quality of the Indonesian workforce has resulted in the community not having a capable mastery of knowledge. The Indonesian government established this Private Job Training Institute as a solution to improve the quality of Human Resources for Indonesian workers. The government issued an electronic-based business service policy in the form of Government Regulation No. 24 of 2018 concerning Electronic Integrated Business licensing or the so-called Online Single Submission (OSS) in July 2018. The OSS system is intended to shorten the time and reduce the length of bureaucracy in the licensing application process. . However, in its implementation, the OSS system often experiences errors, causing it to hamper the licensing process. This research on the implementation of the permit management of the Private Job Training Institute uses a qualitative descriptive method with the type of research that examines the condition of natural objects where the researcher is the key instrument. The findings of this study are that the implementation process runs smoothly, but there are obstacles in the OSS application that often errors and internet facilities and infrastructure are inadequate. The Ponorogo Manpower Office in improving the quality of obtaining permits for private job training institutions by adding team personnel/verification officers to the provincial and central parties by providing training/bimtek/socialization of the OSS application in order to improve and improve facilities and infrastructure to be adequate.
