Abstract
ASN position competence in general means the capabilities and characteristics possessed by a Civil Servant. For this reason, a strategy to increase the competence of the state civil apparatus is needed, where adequate competence is something that is absolutely essential that needs to be understood and implemented by all levels of the government apparatus. This study uses a qualitative approach, namely the type of approach in social science which fundamentally depends on observations of humans both in its area and in its terminology (Moleong, 2016: 4). From the results of data analysis, it was found that technical competence which is the work ability of ASN which includes aspects of knowledge, skills and also work attitudes that are absolutely owned by ASN itself cannot be said to be running well. Because there are still many ASNs at the BKPSDM Ponorogo Regency who do not understand the use and development of technology and information science, causing some work programs that should be implemented or carried out to be hindered, due to the fact that there are still many ASNs who do not know the use of current developments in technology and information. this. The managerial competence at the Ponorogo Regency BKPSDM not only teaches ASN how to manage well in carrying out their respective duties, but also directs ASN to have knowledge about how to be a good leader by providing training to ASN. As well as emphasizing to ASN about good time management, so that in providing services to the community it can also run well and provide a sense of comfort to the community. Socio-cultural competence at BKPSDM emphasizes ASN to have good communication to members and the community in providing services. Not only that, but ASN at BKPSDM Ponorogo Regency is also required to have a high spirit of nationalism, one way is by requiring every ASN to take part in the flag ceremony and ASN must also have ethics so that in serving the community they know that they are State bureaucrats who are required to do so. To provide good service to the community and provide a comfortable feeling to the community. Providing good service to the community is an achievement that must be done by ASN.
