Abstract
To improve the welfare of the community in the Ponorogo Regency area, the Ponorogo Regent, Mr Sugiri Sancoko, has launched a program, namely an assistance program for community strengthening in the smallest scope, namely the Rukun Tetangga (RT), following the District Head's Circular Letter (SE), which has been issued regarding using the budget for neighbourhood association activities. The 10,000,000 aid for each RT is a program that was formed by a special program control team (TP2K)/Team of Experts for the Regent and related agencies to carry out community strengthening activities at the village level based in the Rukun Tetangga (RT) area. The Ponorogo Regency Government provides funds for IDR 10,000,000 annually to each Neighborhood Association in the entire Ponorogo Regency Region, comprising 6,869 Neighborhood Associations (RT). These programs include making infiltration wells or what is called Biopori Infiltration, Waste Management in RT circles, provision of RT Wireless Fidelity (Wifi) networks, Strengthening Women's Economy, Employment BPJS benefits and incentives for RT administrators, Family Medicine Planting and Community Rembugs. The purpose of this research is to find out the basis and purpose of compiling a policy related to an RT activity program, as well as to find out the implementation of an RT activity program and the obstacles encountered in implementing the program. This type of research uses a descriptive method with a qualitative approach. The results of this research are the basis and purpose of compiling this RT activity program initiated by the Regent of Ponorogo, Mr Sugiri Sancoko, which was stated in his vision and mission during the campaign. After becoming the Regent of Ponorogo, the vision and mission must be carried out, which was his promise during the campaign. The implementation of RT program activities has been carried out. Still, several programs need to be implemented properly because they need to follow the conditions in their area, such as Biopori Infiltration, Integrated Waste, and planting family medicine. For obstacles in its implementation, such as not being implemented properly by the community because they think that the program has been determined from above, so it is not following the needs of the community, maybe it would be nice for the RT to determine the program needed so that it benefits the community within the RT.
