Abstract
This research aims to understand how leadership policies and public policy innovations in the leadership era of Regent Ipong Muchlisoni and Regent Sugiri Sancoko on tourism development in Ponorogo Regency based on the art of Reyog Ponorogo. This research uses Robin Humbleton's 2009 theory in which there are 3 forms of civil leadership, namely, managerial leadership, political leadership, community leadership. The three forms of leadership can mutually influence the characteristics of leaders in formulating policies. In addition to the three forms of leadership, this theory also explains the readiness of public policy innovation in each regional leader. This research method uses a qualitative research approach, with the technique of determining informants using purposive sampling technique. The research location is in Ponorogo Regency with informants taken from the bureaucracy, political parties, and Reyog Ponorogo artists and data collection techniques using interviews and documentation techniques. The results of this study explain that in the leadership of the two Ponorogo Regents have different forms of leadership with an assessment based on 3 forms of civil leadership. In managerial leadership, between the two leaderships, Regent Ipong Muchlisoni is superior because according to the bureaucracy his leadership provides better performance. Meanwhile, according to the aspect of political leadership, among the two leaderships, Regent Sugiri Sancoko is superior because the PDI Perjuangan has an important role in planning policy formulation. From the aspect of community leadership, Sugiri Sancoko's leadership is superior, because according to Reyog Ponorogo artists, the leadership of Regent Sugiri Sancoko is closer to the community and several regent programs regarding Reyog involve Reyog Ponorogo artists. By expanding and strengthening programs that build the arts and culture of Ponorogo Regency, while still paying attention to sustainability and community participation. Both Regents can consider periodic evaluations of the success of the programs and policies implemented in order to be able to adjust and improve their leadership performance. In addition, in terms of readiness for public policy innovation, each of Regent Ipong Muchlisoni and Regent Sugiri Sancoko experienced an adventurous readiness position based on the innovative curve in Humbleton's 2009 theory. In the readiness of innovation in this adventurous period, they still have the task of continuing to improve their performance to advance their leadership areas.
