Abstract

This research aims to describe the quadruple helix model and elucidate the process of collaborative governance in the development planning of the Reyog Ponorogo monument, involving government actors, academics, private sector, and the community. The theory utilized is collaborative governance as proposed by Emerson and Nabatchi in 2015. The research methodology is qualitative approach with informant selection through purposive sampling technique. The research location is in the Ponorogo Regency through interviews and documentation. The discussion results indicate that this program holds significant potential in enhancing tourism, local economy, and cultural preservation. The study reveals that the application of collaboration principles is not optimal; lack of communication intensity has led to collaboration not meeting the expectations outlined in the theory. To enhance synergy in collaboration, more frequent meetings are needed so that all parties can thoroughly understand the purpose and objectives of the collaboration, as well as to prevent misunderstandings. Evaluation is also necessary to identify which aspects need improvement for collaboration to be more effective.
