Abstract
Conflict of interest is a complex phenomenon that can arise in various areas of life. Effective management of conflicts of interest involves transparency, integrity, clear regulations, procedures, and efforts to achieve a balance between different interests. Parking space is also crucial because all activities require space for parking facilities. It cannot be denied that land or parking space issues can cause problems, especially in management. The problem in this research is about conflicts of interest in the implementation of e-parking in Ponorogo. Researchers used qualitative research methods. The Ponorogo District Government has not been able to implement the e-parking system because parking attendants have shown resistance to this e-parking system due to new changes in technology that make it difficult to adapt to new rules. The conclusion of this research is that this change has a significant impact on the dynamics between parking attendants and users. The conflict that arises between them is caused by difficulties in adapting to new technology and new rules. A real example from the Ponorogo District shows that the introduction of e-parking has sparked debate and dissatisfaction among stakeholders, with some parking attendants showing resistance to change.
