Abstract
ABSTRAK Latar belakang penelitian ini adalah permasalahan adanya dugaan kasus jual beli jabatan dalam rekrutmen pegawai pada salah satu kota di Indonesia. Tujuan penelitian ini adalah untuk mendeskripsikan bagaimana upaya rekonsiliasi konflik dalam rekrutmen pegawai melalui suap politik. Teori yang digunakan dalam menganalisis permasalahan ini adalah teori resolusi konflik Dahrendorf dengan beberapa konsep dasar penyelesaiannya yaitu; Rekonsiliasi, mediasi, dan arbitrasi. Penelitian ini dilakukan di salah satu kota di Indonesia. Jenis penelitian ini menggunakan metode kualitatif yaitu dengan mengungkap berbagai pendapat dari pihak aktor pemerintahan dan masyarakat secara menyeluruh dan dapat dipertanggung jawabkan secara ilmiah. Penentuan dalam penelitian ini yaitu menggunakan teknik purposive sampling dengan jumlah informan 6 orang yaitu 3 informan dari masyarakat dan 3 informan dari aktor pemerintahan. Penelitian ini menggunakan metode pengumpulan data yaitu wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa meskipun konflik berhasil diatasi, dengan menerapkan gaya manajemen konflik Dahrendorf masih terdapat kendala dalam melibatkan pihak ketiga secara aktif dalam proses penyelesaian konflik, aktor pemerintahan sendiri tidak ada solusi dan memilih untuk meredam konflik tersebut. Oleh karena itu, disarankan agar penerapan manajemen konflik di masa depan dapat lebih berfokus pada pelibatan pihak ketiga dan transparansi dalam mengambil keputusan. Kata Kunci : Konflik, Rekrutmen, Pegawai ABSTRACT The background to this research is the problem of alleged cases of buying and selling positions in employee recruitment in one of the cities in Indonesia. The aim of this research is to describe efforts to reconcile conflicts in employee recruitment through political bribery. The theory used in analyzing this problem is Dahrendorf's conflict resolution theory with several basic concepts for its resolution, namely; Reconciliation, mediation and arbitration. This research was conducted in one city in Indonesia. This type of research uses qualitative methods, namely by uncovering various opinions from government and community actors as a whole and can be scientifically justified. The determination in this research used a purposive sampling technique with a total of 6 informants, namely 3 informants from the community and 3 informants from government actors. This research uses data collection methods, namely interviews, observation and documentation. The research results show that even though the conflict was successfully resolved, by applying the Dahrendorf conflict management style there were still obstacles in actively involving third parties in the conflict resolution process, government actors themselves did not have a solution and chose to reduce the conflict. Therefore, it is recommended that the implementation of conflict management in the future can focus more on involving third parties and transparency in making decisions.
