Abstract
The problem of stunting in Ponorogo Regency is a serious concern that requires a holistic approach in handling it. The Great Parent School (SOTH) program implemented by the Population Control and Family Planning Service in Ponorogo Regency offers a potential solution to overcome this problem. This research aims to evaluate the success and challenges of implementing the SOTH Program in handling stunting using a qualitative approach. The research method for sampling technique is snowball sampling. The theory that is the main basis is the policy implementation theory proposed by Edward III in 1980. This theory includes four important aspects, namely communication, resources, disposition, bureaucratic structure, and program implementation. The research results show that effective communication between local government, health institutions and the community is the key to program success. Continuous efforts to convey clear and structured information about the importance of balanced nutrition and child care are the main focus in increasing public awareness of the problem of stunting. Optimizing resources is an important step in maintaining program sustainability. Even though there are budget constraints, the SOTH program can still be implemented well through efficient budget utilization and appropriate workforce allocation. The community's disposition and skills in accepting and implementing the program also need to be considered. Through a participatory approach and training of local health cadres, the community becomes more motivated to change behavior that risks stunting. Bureaucratic structure reform is needed to speed up the decision-making process and program implementation. Improved coordination between agencies and reduced administrative barriers will enable timely and accurate program implementation. Consistent and sustainable program implementation is the key to long- term success in overcoming the stunting problem. Integration of the SOTH program into long-term policies as well as effective monitoring and evaluation mechanisms will ensure that the positive impact of the program is felt in a sustainable manner by the people of Ponorogo Regency. Thus, through a coordinated and sustainable approach, the implementation of the Great Parents School Program in Ponorogo. Regency has great potential to overcome the problem of stunting and improve the welfare of children in the Ponorogo Regency area.
