Abstract

This research aims to evaluate the implementation of the one-way road policy in Ponorogo Regency and determine its effect on road user activities. Public policies designed to improve the well-being of citizens play an important role in government strategies around the world. Indonesia, through public policies such as the draft state revenue and expenditure budget as well as state policies and the five-year development plan described previously, has also attempted to achieve this goal since the beginning of its independence. In this context, Edward III's theory shows that policy implementation is influenced by communication, resources, disposition and bureaucratic structure. This research uses qualitative methods with a descriptive approach, and collects primary data through interviews with employees of the Ponorogo Transportation Service and community road users as well as direct observations on main roads such as Jalan HOS Cokroaminoto, Jalan Jendral Sudirman, and Jalan Urip Sumoharjo. This location was chosen because Ponorogo faces obstacles in implementing the one-way road policy, such as regulating, coaching, building and monitoring roads. The research results show that although policy implementation is quite good, there are several problems such as a lack of comprehensive socialization to the community. Therefore, careful planning, effective communication and community participation are needed to achieve optimal results and provide maximum benefits for the community.
