Abstract

The background of this research is a problem in the BUMDes that has been inactive for a long time because of no management path. The purpose of this research is to analyze and explain the efforts made by the village community in activating of BUMDes Sido Jaya Mukti Mandiri in the village of Babadan, Babadan District, Ponorogo Regency. This type of research uses qualitative methods, namely by revealing various opinions on the part of the Head of the Babadan Village, the Device of Babadan Village, as well as the Chief of the BUMDes, in a comprehensive and scientifically accountable manner. The determination in this research is to use the purposive sampling technique with a total of 3 informants, i.e., 1 person serves as the head of the village, 1 person is the secretary of the village, and 1 person is serving as the chief of the BUMDes Sido Jaya Mukti Mandiri. The research uses data collection methods such as interviews, observations, and documentation. The results of the research showed that the level of participation of the manager of BUMDes Sido Jaya Mukti Mandiri has been reduced to a maximum due to various factors that have influenced him, namely, lack of knowledge about the management of the BUMDes in the village, the budget of the funds that are exceedingly high in the appeal of incomes, the difficulties of the community in returning the fund of the village, and also the manager who has other busy so that the lack of communication that caused the management is neglected. The theory used in analyzing this problem is public policy theory with some indicators of its completion, among others, BUMDes manager‟s involment in activating the BUMDes, participation of Babadan village manager and village community in running BUMDes so that it can continue to operate ahead of it, and BUMDes program that is reactivated after BUMDes is re-registered with the legal body. The research was conducted in the village of Babadan, Babadan District, Ponorogo Regency
