Abstract

This study aims to describe the Implementation of On Street Parking Arrangement Policy on HOS Cokroaminoto Street, Ponorogo Regency, the factors causing parking violations on the road body, and the right way to regulate on street parking. On Street Parking arrangement is an effort to realize safe, safe, orderly, and smooth traffic and road transportation operations by using processes, mechanisms, methods and applicable rules. The method used in this study is a descriptive research method with a qualitative approach that explains the phenomenon in depth through data collection. This study uses the theory presented by Donald S. Van Meter and Carl E. Van Horn with six implementation indicators which include: basic measures and policy objectives, policy sources, communication between organizations and activities of implementers, characteristics of implementing agencies, socio-political economic conditions, and the disposition of the implementor. From the results of this study, it can be concluded that the Implementation of On Street Parking Arrangement Policy on HOS Cokroaminoto Street, Ponorogo Regency has not fully run as expected. There are still many violations of parking regulations by both 2-wheeled and 4-wheeled drivers. The contributing factors are the very minimal level of public awareness in complying with parking rules, limited parking space for 4-wheeled vehicles, and the lack of supervision and control carried out by the Department of Transportation.
