Abstract
This study aims to analyze the realization of the expenditure budget in order to measure the absorption of the budget at the Social Service for Women's Empowerment and Child Protection in Ponorogo Regency for the 2017-2021 period. Based on the data, it is known that the Social Service for Women's Empowerment and Child Protection in Ponorogo Regency has not realized the budget properly. The population used in this study is the budget realization report for the Office of Social Affairs, Women's Empowerment and Child Protection in Ponorogo Regency for 5 years, from 2017 to 2021. This type of research is descriptive qualitative research. The technique used in determining the sample is judgement sampling technique. The criteria in this study are the 2017 to 2021 budget realization reports from the Office of Social Affairs, Women's Empowerment and Child Protection, Ponorogo Regency. The data collection method in this study used observation, interview, and documentation techniques. The results of the study show that: (1) The use of the expenditure budget at the Office of Social Affairs, Women's Empowerment and Child Protection in Ponorogo Regency for the 2017-2021 period seen from the analysis of expenditure variance shows that the absorption of the budget can be said to be good. (2) The use of the expenditure budget at the Office of Social Affairs, Women's Empowerment and Child Protection in Ponorogo Regency for the 2017-2021 period seen from the analysis of expenditure growth shows that spending growth increases every year but in 2020 it decreases. (3) The use of the expenditure budget at the Office of Social Affairs, Women's Empowerment and Child Protection in Ponorogo Regency for the 2017-2021 period seen from the compatibility analysis of expenditures shows that the absorption of the budget is mostly in operating expenditures. (4) The use of the expenditure budget at the Office of Social Affairs, Women's Empowerment and Child Protection in Ponorogo Regency for the 2017-2021 period seen from the analysis of the expenditure efficiency ratio shows that budget absorption is not efficient. (5) The use of the expenditure budget at the Office of Social Affairs, Women's Empowerment and Child Protection in Ponorogo Regency for the 2017-2022 period seen from the analysis of the spending effectiveness ratio shows that the budget absorption has been effective.
