Abstract

ABSTRAK Tujuan dari penelitian ini bertujuan untuk mengetahui bagaimana satuan terkecil dari Desa yang memberikan pelayanannya sehingga bisa tersampaikan kepada masyarakat dengan baik. Pembentukan Agen Statistik ini bertujuan untuk memberikan pelatihan kepada para Aparatur Desa di Kabupaten Ponorogo agar dapat mengembangkan softskill dengan pelatihan yang diberikan oleh BPS Kabupaten Ponorogo berupa Program Desa Cantik (Cinta Statistik). Dalam penelitian ini menggunakan teori Implementasi Kebijakan Edward III dimana untuk mengetahui tindakan yang dilakukan BPS Ponorogo dan Aparatur Desa sebagai agen statistik baik secara individu atau kelompok. Penelitian ini menggunakan metode deskriptif kualitatif, dengan metode pengumpulan data berupa wawancara kepada narasumber. Pembentukan agen statistik yang dilakukan BPS Ponorogo sudah dilaksanakan sejak tahun 2021 dan dijalankan oleh 8 Desa dari Kabupaten Ponorogo tetapi berhenti pada Tahun 2023. Program ini berhenti karena BPS Kabupaten Ponorogo hanya menjalankan sesuai instruksi BPS Pusat. Dan tidak adanya anggaran dana dari BPS Pusat maka program ini terkendala. Adapun dari 8 Desa yang menjalankan Program Desa Cantik menurut BPS Ponorogo hanya satu Desa yang dikatakan berhasil yaitu Desa Kalimalang sehingga keberhasilannya dikatakan rendah. Hal ini dikarenakan, agen statistik yang ditunjuk juga merangkap jabatan sebagai perangkat Desa. Meskipun demikian, tingkat partisipasi dari agen statistik yang mengikuti pelatihan cukup tinggi serta membantu mereka dalam penyelesaian pekerjaan. Kata Kunci : Aparatur Desa, Agen Statistik, Program Desa Cantik, Impelementasi Kebijakan Edward III ABSTRACT The purpose of this study aims to find out how the smallest unit of the village that provides its services so that it can be conveyed to the community properly. The establishment of this Statistical Agent aims to provide training to Village Apparatus in Ponorogo Regency in order to develop soft skills with training provided by BPS Ponorogo Regency in the form of the Program Desa Cantik (Cinta Statistik). In this study using the theory of Edward III Policy Implementation where to find out the actions taken by BPS Ponorogo and Village Apparatus as statistical agents either individually or in groups. This research uses qualitative descriptive method, with data collection method in the form of interviews with resource persons. The establishment of statistical agents carried out by BPS Ponorogo has been carried out since 2021 and is run by 8 villages from Ponorogo Regency but stops at in 2023. This program stopped because BPS Ponorogo Regency only carried out according to the instructions of BPS Pusat. 8 villages that run the Program Desa Cantik according to BPS Ponorogo, only one village is said to be successful, namely Kalimalang Village so the success is said to be low. This is because, the appointed statistical agent also concurrently serves as a village administrator. Nevertheless, the participation rate of statistical agents who attend training is quite high and helps them in completing jobs.
