Abstract

Devi Dwi Nurvita Sari. Implementation of the Family Hope Program Assistance Distribution Policy in the Sawoo District (Case Study in Grogol Sawoo Village, Ponorogo). Thesis. Supervisor 1 Dr. Sulton, M.Si, Supervisor 2 Dr. Ardhana Januar Mahardani, S.AP.,M.KPThis study was conducted to identify and analyze the implementation of the Family Hope Program (PKH) assistance policy in the Sawoo District area (a case study in Grogol Village). This research is relevant due to the increasing number of mistargeted social assistance cases, often caused by issues in implementation and various challenges that hinder the delivery process, ultimately leading to social problems within the community.This study employs a qualitative approach using a case study method. Data were collected through in-depth interviews with the Head of Grogol Village, the PKH facilitator in Grogol Village, and 24 community members who are PKH beneficiaries, as well as through participant observation at several locations. The collected data were analyzed using the interactive analysis model by Miles and Huberman.The results of the study indicate that the program has succeeded in meeting the basic needs of beneficiaries, particularly in the fields of education and health. However, the impact remains short-term and consumptive in nature. Sustainable economic and social independence has not yet been achieved due to the community's low capacity and the dominant influence of external motivation. Implementation barriers include limited human resources, suboptimal inter-agency coordination, and negative public perceptions regarding the fairness of recipient selection. Therefore, strengthening empowerment efforts, enhancing cross-sector coordination, and applying contextual policy approaches are essential to achieving more sustainable outcomes.Keywords: PKH, Policy Implementation, Social Assistance, Empowerment, Grogol Village
