This study examines the issue of extending the term of office of village heads from
a normative legal perspective. The shift in the term of office from six years to eight
years has sparked discussions from a legal and governance perspective. The
normative legal method is used in this study by analyzing relevant laws and
regulations, especially Law Number 6 of 2014 concerning Villages as amended by
Law Number 3 of 2024, especially Article 39 paragraphs (1) and (2). In addition,
it also considers the basic principles of constitutional law, including limitations of
power, accountability, and democratic values. The main objectives of this study are
to investigate the reasons behind the extension of the term of office of village heads
and to examine their correlation with the effectiveness of village head performance.
This study uses a normative legal research method, utilizing several approaches
such as legislative, conceptual, and comparative approaches. The results of the
study indicate that the extension of the term of office of village heads must be
accompanied by strategic planning efforts to improve the administrative capacity,
public services, and financial management of the village government. Since
democratic governance at the village level depends on citizen participation, any
extension of the term of office must also be supported by efforts to increase
community involvement in decision-making and monitoring of the village head's
performance.
