This study aims to analyze the implementation of the productive zakat program by BAZNAS Madiun City, identify the obstacles in its execution, and examine its impact on community welfare. Indonesia has significant zakat potential due to its Muslim-majority population. However, zakat management has yet to reach its full potential, particularly in the area of productive and sustainable distribution. In fact, productive zakat can serve as a vital instrument in enhancing the welfare and economic independence of mustahik (zakat recipients).
This research employs a qualitative approach with a case study design. Data collection techniques include observation, interviews, and documentation. The research subjects consist of BAZNAS Madiun City staff and beneficiaries of various productive zakat programs, such as BISAFARI, BISAFARI for persons with disabilities, MSME empowerment through mosque/musholla-based zakat units (UPZ), and the BUNDA program (Assistance for Widows). Data analysis was conducted descriptively through data reduction, data presentation, and drawing conclusions. Data validity was tested through source and technique triangulation.
The findings indicate that BAZNAS Madiun City has implemented productive zakat programs by providing business capital assistance to mustahik with economic potential. The selection process involves field surveys and administrative verification. The main challenges in implementation include limited funds, lack of business mentoring, and low entrepreneurial literacy among mustahik. Nevertheless, the program has had a positive impact, such as increased income, economic self-reliance, and reduced dependence on consumptive aid.
Therefore, productive zakat presents a strategic solution to improving community welfare and should be more widely replicated across other regions.
