Abstract
The Ponorogo Regency Government has currently carried out the formation stage of 308 Merah Putih Cooperatives in all villages or sub-districts in Ponorogo Regency. Strong commitment from various institutions such as DPMD, Perdagkum, and the Village Government is an important factor in the successful implementation of the Merah Putih Cooperative policy. This study aims to analyze the implementation of the Red and White Cooperative with a focus on inter-institutional commitments in the implementation of the policy at the village level. The research method of informant selection techniques uses purposive techniques and snowball sampling. The theory that is the main foundation is the theory of policy implementation of the ideas of Van Meter & Van Horn 1975. The results of the study show that the DPMD, Perdagkum, and the Bringinan Village Government are very committed to implementing the Merah Putih Cooperative Policy in Ponorogo Regency. This is shown from several things, including: the existence of clarity of regulations, the distribution of resources, coordination between organized institutions, social support from community participation in Bringinan Village, consolidation across regional apparatus carried out by the regent in coordinating the formation of cooperatives, and the attitude of the implementers who are very supportive in the implementation of the Merah Putih Cooperative. Although DPMD, Perdagkum, and Pemdes show their commitment both in structural and administrative aspects, administrative success is not necessarily followed by substantive success in operationalization at the field level. Local leadership factors, especially the role of village heads, are the determining factor whether cooperatives develop as productive economic entities or simply fulfill administrative obligations. Therefore, strengthening the capacity of human resources, improving the professionalism of administrators, and the sustainability of mentoring are important to ensure that the commitment between institutions does not only stop at the achievement of formal targets, but is able to realize the Merah Putih Cooperative as an instrument for sustainable economic empowerment of village communities. Without this sustainable strengthening, the strategic goals of policies in poverty alleviation and strengthening the local economy are difficult to achieve evenly throughout the Ponorogo Regency area.
