Abstract
This study examines the strategy of the Paringan Village Government in
encouraging the development of culinary businesses based on lokal potential as
an effort to empower the community and improve economic welfare. Paringan
Village, Jenangan District, Ponorogo Regency, has various leading culinary
products such as Tape Madu Manis (sweet honey fermented cassava), banana
chips, breadfruit chips, cassava jerky (jerangking), bitter melon chips, and grilled
chicken. Notably, sweet honey fermented cassava has penetrated the international
market. This research employs a qualitative method with a descriptive approach.
Data were collected through interviews, observations, and documentation
involving the village head and culinary business actors as informants. Data
analysis was conducted using the Miles and Huberman model with triangulation
techniques to ensure data validity. The results show that the village government’s
strategy is implemented through skills training, business mentoring, facilitation of
business licensing, capital support, and product promotion. These strategies
increase community participation, strengthen the capacity of business actors, and
improve product quality and competitiveness. Culinary development also has a
positive impact on increasing income and the economic independence of rural
communities. Therefore, the development of culinary businesses based on lokal
potential in Paringan Village not only serves as a strategy for rural economic
development but also strengthens village identity to compete and gain wider
recognition at national and international levels
