Abstract

Ponorogo Regency, located in East Java Province, is an area with a fairly high level of vulnerability to flooding, especially in lowland areas, namely Paju Village. As an effort to control potential disasters based on community participation, the Regional Disaster Management Agency (BPBD) of Ponorogo Regency designated Paju Village as a Disaster Resilient Village (Keltana) as regulated in the Regulation of the Head of BNPB Number 1 of 2012. The purpose of this study is to analyze the implementation of the Regulation of the Head of BNPB Number 1 of 2012 in the implementation of the Disaster Resilient Village Program in Paju Village, examine the communication coordination between BPBD, the Paju Village Government, Keltana members, and the Community, and identify resource support in the form of facilities and infrastructure provided in the program. This study uses a qualitative method with data collection techniques through interviews, observation, and documentation. The theory used in this study is the theory of policy implementation by Edward III. The results of this study indicate that the Disaster Resilient Village Program in Paju Village has been established in accordance with the provisions, including the formation of organizational structures and initial training. However, the program's implementation has not been optimal due to limited resources, particularly facilities and infrastructure, and the lack of flooding, a factor that hinders the program's overall implementation. Coordination and communication between relevant parties are well-established, although strengthening is needed to support the program's sustainability.
