Abstract

The Great Agriculture Program is a program of the Ponorogo Regency Government aimed at improving farmer productivity and supporting regional food security. This study aims to analyze the implementation of the Great Agriculture Program using George C. Edwards III's policy implementation theory, which encompasses communication, resources, implementer disposition, and bureaucratic structure. This study employed a descriptive qualitative method, with data collection techniques through interviews, observation, and documentation. Research informants included the Department of Agriculture, extension coordinators, agricultural extension workers, and farmer groups. The results indicate that program implementation has proceeded quite well. Communication and coordination between implementers occurs at various levels, although not evenly distributed. Limited resources, particularly the number of extension workers, facilities, and budget, remain a major obstacle. The implementer disposition demonstrates a high level of commitment from both extension workers and farmers, while the bureaucratic structure has supported program implementation, although coordination across units is needed. This program has had a positive impact on increasing farmer knowledge, reducing production costs, and potentially increasing farmer income.
