ABSTRACT

The Certicate of Feasible (SertifikatLaik Fungsi/SLF) is an official document issued by the local government for buildings that have been completed in accordance with the Building Approval (Persetujuan Bangunan Gedung/PBG) and have fulfilled both administrative and technical feasibility requirements based on their designated function. Without an SLF, a building is not legally permitted to operate. Based on the Regulation of the Minister of Publik Work No. 27/PRT/M/2018 concerning the Guiddelines for Certificates of Feasible Function, the validity period of the SLF for general and certain specific buildings is five (5) years. This study aims to analyze the implementation of the SLF consultation clinic as a form of public service innovation at the Department of Publik Works and Spatial Planning (PUPR) of Madiun City. The consultation clinic is intended to provide technical assistance and guidance to the community in the SLF application process. The implementation has been supported by competent human resources, however, limitations in the number of technical personnel have resulted in increased service queues at certain times and inconsistencies in service delivery outside regular working hours. Although inter-agency coordination though an integrated licensing system has been established challenges remain in data synchronization between the PUPR departement and the One-Stop Integrated Investment and Licensing Service Office (DPMPTSP).Despite these constraints, the Departemen of Publik Work and Spatial Planning og madiun City continues to optimize its service to facilitate the fulfilment of SLF licening requirements. Overall the SLF consultation clinic has been implemented effectively and contributes positively to improving service accessibility and providing direct tehnical consultation for the community and business actors regarding SLF requirements and procedures.
