The rapid development of Madiun City with the development of various tourist destinations has resulted in a significant increase in the number of tourists visiting Madiun City. This has a positive impact on the economy but has a negative impact on transportation, especially the performance of the road network if proper mitigation is not immediately carried out. One of the implementations of the Traffic and Road Transportation policy according to Madiun City Regulation Number 37 of 2018 concerning the Implementation of Traffic and Road Transportation in Madiun City is through the implementation of changes in traffic to 2 (two) directions from the original 1 direction on Jalan Ahmad Yani, Madiun City. The implementation of this policy will affect the wider community, so it is important to understand how the policy is implemented using a public policy implementation model approach. This study aims to determine the extent to which the policy has been implemented and to determine the driving and inhibiting factors for its implementation. The research method used is descriptive qualitative research using the policy implementation model by George C. Edward III. The research was conducted in Madiun City with several related research sites. Based on the results of the research conducted, it was stated that the Implementation of Traffic Direction Changes on Jalan Ahmad Yani, Madiun City as part of the Implementation of Madiun City Regional Regulation Number 37 of 2018 concerning the Implementation of Traffic and Road Transportation in Madiun City has been running quite well, although there are still several aspects that need to be improved. The formation of the Madiun City Traffic Safety and Road Transportation Forum facilitates the implementation of traffic direction change policies on Jalan Ahmad Yani, Madiun City. Meanwhile, the lack of coordination and collaboration between related stakeholders can hinder the implementation of established policies.
