Abstract

Public services have become a fundamental necessity for society in social life within modern states. The quality of public services serves as a benchmark for legitimacy and public trust in government. Therefore, in order to achieve professional and competent public service quality, it is necessary to develop technology- and information-based initiatives within governmental aspects. One such initiative is the implementation of electronic government, commonly referred to as e-government. The Department of Population and Civil Registration of Ponorogo Regency has introduced public service innovations by providing alternative locations for population administration services through cooperation with various institutions or agencies within Ponorogo Regency. The increasing number of collaborating institutions results in a larger volume of population data stored in an application, thereby necessitating data protection to prevent leakage of residents’ identity information stored in the database. Many data leakage cases are caused by improper software configuration. One simple measure to prevent data leakage is Encrypt All Data. This study implements encryption of all population data stored in the database using the Base64 algorithm. The Base64 algorithm utilizes ASCII codes in both the encoding and decoding processes. This algorithm is applied in the application developed by the author.
The system design and development process employs the System Development Life Cycle (SDLC) methodology using the waterfall model, which includes the stages of requirements analysis, system design, implementation, testing, and maintenance. The system is designed as a web-based application using the Yii2 framework and is equipped with main features such as birth certificate application, death certificate application, and population document printing. This results in an information system that facilitates, accelerates, and enhances data security in reporting and recording vital events and population events. During the testing phase, a User Acceptance Test (UAT) was conducted, yielding a satisfaction percentage of 85.38% from application users. Thus, this system represents a relevant solution for the digitalization of reporting processes and the issuance of population administration documents at the Department of Population and Civil Registration of Ponorogo Regency.
