ABSTRACT
Regional government has a strategic role in realizing effective, efficient, and
accountable governance. The regional head, in this case the Regent, is the highest leader
at the district level responsible for implementing government functions, development
and public services. To support the implementation of the official duties, systematic and
professional organized service management is needed.
In the general section there are regent household staff who are the sub element of
technical implementers in supporting the official life of the Regent, besides the Regent's
household staff have a role and responsibility in the management of the official needs of
the Regent including the setting of official facilities, the provision of logistics, protocol
support, as well as the creation of a comfortable and conducive work environment. The
role is supportive, but it is very determining the smoothness of the regent's official
activity, so that it is indirectly influencing the effectiveness of the implementation of
regional government.
The purpose of this study was 1) to find out the roles and responsibilities of the
Regent's household staff in the aspect of protocol, logistics, and time management that
influenced the effectiveness of supporting the implementation of the Regent's Life
Management (MKK) in Magetan Regency, 2) to find out the factors that were the
constraints of staff The Regent's household in carrying out its roles and responsibilities
in supporting the smooth running of the Regent's official activities.
The research that will be carried out by the author uses the type of research,
namely qualitative research. Qualitative research is descriptive research and analysis.
Descriptive in qualitative research means describing and describing events, phenomena
and social situations studied.
Analysis means interpreting and interpreting and comparing the results of the
research results. Data collection techniques are carried out using observations,
interviews (interviews), documentation and combined all four. Data analysis in
qualitative research uses techniques that are triggered by Miles and Huberman who are
famous for interactive data analysis methods. While the analysis of qualitative data that
must be done there are three stages, namely data reduction, data presentation and
conclusion.
