This study examines the normative evaluation of Ponorogo Regency Regional Regulation Number 4 of 2024 concerning Smoke-Free Areas (Kawasan Tanpa Rokok/KTR), including the law enforcement mechanisms regulated therein. The main issues analyzed in this study concern how the regulation of Smoke-Free Areas in Ponorogo Regency is formulated when viewed from the principles of legal certainty and clarity of legal norms, as well as whether the provisions concerning law enforcement mechanisms and the imposition of sanctions are formulated in accordance with higher-level legislation within the Indonesian legal system.

The purpose of this study is to analyze the quality of legal norms contained in Ponorogo Regency Regional Regulation Number 4 of 2024 concerning Smoke-Free Areas and to assess the conformity of the provisions governing law enforcement mechanisms and sanctions with the principles of legislative drafting and the applicable legal system in Indonesia.

This research employs normative legal research using a statutory approach and a conceptual approach. The research was conducted through library research utilizing primary, secondary, and tertiary legal materials as research sources. The legal materials were analyzed qualitatively by examining legal norms, principles of legislative drafting, and the principle of legal certainty relevant to the subject of the study.

The results of the study indicate that, normatively, Ponorogo Regency Regional Regulation Number 4 of 2024 was enacted based on the authority of the regional government in the field of health and regulates various aspects related to Smoke-Free Areas, including the designation of smoke-free areas, the rights and obligations of the community, supervision, and law enforcement mechanisms. From the perspective of legal certainty, the regulation generally has clear objectives and an appropriate legal basis in accordance with the hierarchy of legislation. Nevertheless, this study identifies several weaknesses, particularly concerning the lack of clarity in the regulation of law enforcement mechanisms, the division of authority among relevant agencies, the procedures for conducting supervision, and the implementation of sanctions for violations.

The study concludes that Ponorogo Regency Regional Regulation Number 4 of 2024 has, in principle, functioned as a regional legal instrument for protecting public health. However, improvements are still required in terms of the clarity of legal norms and law enforcement mechanisms in order to strengthen legal certainty and enhance the effectiveness of the implementation of the regulation
