ANALISIS YURIDIS PENGELOLAAN OBJEK WISATA TELAGA SARANGAN OLEH PEMERINTAH KABUPATEN MAGETAN DITINJAU DARI PERSPEKTIF HUKUM ADMINISTRASI NEGARA

This research attempts to describe the regulation of the management of the Telaga Sarangan tourist attraction in the form of law and regulation, as well as the policies of the Magetan Regency Government regarding the management of Telaga Sarangan in accordance with the law of state administration and good governance.
Normative juridical method and conceptual and legislative approaches are applied in this research. The sources of data are primary, secondary, and tertiary legal materials obtained through literature study that are qualitatively analyzed by means of descriptive-analytical techniques.
The findings show that the management of the Telaga Sarangan tourist attraction has sufficient legal basis, namely: Law Number 10 of 2009 about Tourism, Law Number 23 of 2014 about Regional Government, Law Number 30 of 2014 about Government Administration, Law Number 32 of 2009 about Environmental Protection and Management, and also regional regulations as well as policies of the Magetan Regency Government. The management of Sarangan Lake not only involves the increasing of tourist arrival and regional income, but also legal certainty, public service, supervision, community participation, and environmental protection. Regarding the principle of state administrative law, Sarangan Lake management policies should be carried out with the application of principles of legality, legal certainty, General Principles of Good Governance, and good governance. However, further strengthening is needed in aspects of technical regulation, integrated supervision, levy transparency, accountability, public service, and environment sustainability. It can be concluded that the management of Sarangan Lake should involve legal orderliness, transparency, accountability, participation, and sustainable tourism governance
