Abstract
A website-based Scout Question Bank using the Fisher Yates Shuffle Algorithm is designed to support the evaluation and learning process in elementary schools. This system allows for efficient and fair randomization of the order of questions, so that each student receives a different order of questions in the same exam. The use of the Fisher Yates Shuffle Algorithm ensures that shuffling is performed perfectly randomly with optimal performance, without sacrificing speed or accuracy. This system not only optimizes fairness in exam administration, but also reduces the risk of cheating by providing unique variations of questions for each student. Apart from that, this system is also equipped with question management, user management and exam results monitoring features which make it easier for teachers to manage and analyze student exam results. The use of web-based technology allows easier and more flexible access, for both teachers and students, from a variety of supporting devices. The implementation of this system is expected to increase integrity and fairness in the implementation of exams in basic education environments, as well as make a significant contribution to the scouting learning process by providing an effective tool for competency-based evaluation. The black box testing results show that all the system's main functions, including randomizing questions, data storage, and user management, work as expected. Exam simulations also show that the Fisher Yates Shuffle algorithm succeeds in randomizing questions consistently and fairly for each student. The implementation of this system is expected to increase integrity and fairness in the implementation of exams in basic education environments, as well as make a significant contribution to the scouting learning process by providing an effective tool for competency-based evaluation.
